Read Monetary-Policy Surprises Across the Yield Curve
An anticipated policy-rate change and a surprise about future policy are different research objects. The observation window determines which information a market response can contain.
Preserve pre-announcement expectations and separate current decisions from policy-path news. Synchronize market observations, document overlapping communications and describe repricing without causal claims unless an identification method supports them.
Worked illustration
| Illustrative event object | Before or expected | After or announced | Difference |
|---|---|---|---|
| Current policy change | +25 bp expected | +25 bp announced | 0 bp simple action surprise |
| Short-horizon market rate | 4.00% | 4.02% | +2 bp |
| Two-year yield | 3.80% | 3.90% | +10 bp |
| Ten-year yield | 4.10% | 4.16% | +6 bp |
Can an expected rate decision still move markets?
Yes. An announcement can confirm the expected current decision while changing information about future policy, the economic outlook or the central bank's reaction to future data. A press conference can add information after the statement. The policy action itself is therefore an incomplete measure of the event. Record the expectations and communications that the research question actually concerns before examining the size or direction of asset moves.
Federal Reserve research distinguishes current-target news from news about the policy path. That is an analytical distinction, not permission to label every longer-yield move a pure path surprise. Longer yields can also reflect term premiums and other information. The observed repricing needs a documented measurement and identification method before it supports a causal interpretation or a precise decomposition of why investors changed valuations.
Specify the event and its information boundary
List the announcement timestamp, time zone, statement release and subsequent communication intervals. Define the pre-event quote and post-event quote before inspecting results. A short window may reduce contamination by unrelated news but can miss later clarification or include illiquid quotations. A full-day change captures more information and cannot automatically be attributed to the announcement alone. Report which compromise the selected interval makes.
Synchronize assets rather than joining values carrying only the same calendar date. An equity close, a currency fixing and a bond quote can represent different information sets. Retain stale-quote and missing-observation flags. For an explanatory example, invented observations are sufficient; for empirical work, source timing and access rights would need independent verification. This guide does not collect an instrument sample or fit a monetary-policy response model.
Inspect a synthetic curve response without overidentifying it
The invented table assumes a 25-basis-point policy increase that was fully expected. Its simple announced-minus-expected action surprise is zero. During the stipulated observation interval, a short-horizon market rate rises two basis points, the two-year yield rises ten and the ten-year yield rises six. Those differences come directly from the quoted hypothetical levels, not from a fitted target-and-path model or an actual policy event.
The two-to-ten-year slope initially equals 30 basis points and subsequently 26, a four-basis-point flattening. The information is consistent with stronger near-term repricing than at the long end, but it does not identify the originating mechanism. A researcher would still need to examine communication, premiums and other news. Zero surprise in the stated current action does not mean zero information in the entire event.
Distinguish rate expectations from risk compensation
Market rates embody contract conventions and potentially premiums as well as expectations. A futures or swap rate is not a survey response expressed in another format. Define its maturity, underlying reference, averaging convention and valuation time before using it as an expectation proxy. Historical research may use instruments that are not appropriate unchanged for a contemporary setting, so retain the original study's period and measurement identity.
The Federal Reserve's study of global asset prices uses a specific historical target-and-path identification design. The cited full public paper supports that methodological distinction; its coefficients are not imported here as universal effects. Fischer's public speech explains why communication and the anticipated policy path matter. Neither source establishes that the synthetic changes in this guide isolate structural shocks or imply a current asset allocation.
Challenge the information-effect explanation
A central bank can reveal an assessment of the economy alongside its policy choice. A higher yield and stronger equity market may reflect revised growth beliefs rather than a single tightening mechanism. Conversely, weaker equities can accompany several combinations of cash-flow and discount-rate news. Preserve competing explanations and distinguish a plausible narrative from an estimate that has identified separate information and policy components.
Check whether the statement, projections and press conference point to the same interpretation. Reactions may reverse when participants process later information. Keep subwindows as predeclared descriptive comparisons rather than choosing the one that best matches a preferred story. Cross-country spillovers also depend on currency, financing structure and local conditions. An observed international response does not establish that every market received an identical economic disturbance.
Ask what the event record can actually establish
Ask which expectation was frozen, which communications the interval includes and whether rates and asset prices are synchronized. Are changes measured in basis points or percent returns? Were overlapping releases excluded by a stated rule? Is the claim descriptive repricing, statistical association or causal identification? A completed event record should make those distinctions answerable without requiring readers to infer them from a chart title.
Reject full-action surprises without an expectation baseline, revised forecasts labeled contemporaneous and daily moves mislabeled announcement effects. Retain premium uncertainty and information boundaries. This framework neither fits a model nor establishes an event strategy.
What to retain
- An expected action can accompany unexpected path or outlook news.
- Event windows and synchronized quotes determine information scope.
- Observed repricing is not automatically a pure causal shock.
